Proposed OPNAV Instruction for Test and Evaluation of Navy Training Devices Procured under RDT and E Funding,

First unit training device acquisitions are to be acquired with R and D funds. Utilization of these funds requires the performance of an independent operational test and evaluation in addition to development test and evaluation. This study examines the ramifications of that requirement, and proposes an OPNAV instruction, closely paralleling OPNAVINST 3960.10, Subj Test and Evaluation, for review and approval.
