The assessment of the combat effectiveness of warships is not complete without data about the ships engineering, at least about the powerplant. Even the initial photographic interpretation of a new ship class can impart valuable information. Regular observations, for example, of the wake, and of the exhaust discharge and cooling-water discharge have to round off the level of intelligence. Also, indefatigable study of the technical literature occasionally provides valuable data. Special cases, such as the publication of the photograph which was mentioned, help to lift the veil which the SOviet Union has placed over matters relating to its own huge arms buildup.
