Abstract:

By DOD Directive 5000.1, the services were delegated the authority for identifying needs and defining, developing, and producing weapon systems to meet those needs. Against this background, there has been a continuing criticism of how new systems become needed. This study reviews the issues raised and by whom. Also, this study takes special note of some of the more recent pronouncements by OSD officials as well as congressional actions which might affect the requirements process. Author
