Abstract:
The Technology Base is that part of the DoD RDTE program devoted to advances in concepts, components and subsystems in short, that part of the program directed at providing options for future systems. The author concludes that 1 The DoD Technology Base is vital to our defense policy and posture and continues to be productive in new ideas and in improving on old ones 2 It has continued to do so despite adverse trends in support and the erosion of contract programs with industry and the universities 3 DoD has taken vigorous--if somewhat painful--steps to correct these problems 4 In recognition of the value of the Technology Base to DoD--and to the nation as a whole--this office works to assure that it is well managed, intelligently managed and aggressively managed, and 5 Since the United States faces potential adversaries who are aware of the value of technology and who are striving hard--and with some success--to overcome our lead, this country can ill-afford to let that lead slip away.
