The War Powers Resolutions - Will It Work.

The basic question is whether or not the War Powers Resolution WPR will restore balance in the division of Executive and Congressional War Powers responsibilities - in particular, gain congressional participation in those future decisions for committing US Armed Forces abroad. Data was gathered using a literature search with emphasis given to readings prepared by recognized constitutional authorities and congressional hearings beginning in 1969 until present. The research shows consensus for future wars andor treaty commitments that might cause United States involvement to be pursued only from the standpoint of the national interest as determined collectively by the thinkings of the President and both House of Congress. Too, its existence now guarantees public debate and will give impetus to further Short War Strategy developments. Herodotus, c. in 430 B. C. stated that power is a precarious thing. So also is the War Powers Resolution as its provisions now work to cause Presidential reflection on potential results that can be incurred from the continuing use of assumed powers. Author
