Abstract:

Simulated 06 promotion boards were convened under three separate formats 1 single panel configuration, 2 two panel configuration, and 3 three panel configuration. The three formats were compared in terms of consistency of file selections among boards under each format. The basic finding was that inter-board consistency was highest under the three panel format followed by boards organized under a two panel format and boards under a single panel format. Based on these and other analyses several recommendations were made concerning DA promotion and selection board policy and practice. Author
