Abstract:

The basic question is whether or not a counterterror campaign is a suitable course of action for a government to pursue when faced with a mass based insurgency. Historical examples were researched and a philosophical approach taken to determine if such a campaign is functional or dysfunctional. The purpose and effects of a terror campaign are also discussed for comparison purposes. The analyses concludes that while a terror campaign can be functional for an insurgent organization, a counterterror campaign is not functional and contributes to the lack of faith the people have in their government. This in turn leads to a reduction in popular support and the defeat of the government. Author
