A U.S. Military Role in the Indian Ocean -- Yes, No, Maybe, If.

The basic question relates to the need for a U.S. presence in the Indian Ocean considering that the Soviet Union will have one there. U.S. and Soviet requirements were examined as were the desires of the former colonial powers and those of the littoral states. An evaluation was made of relative interests and what course of action would best serve our national interests. Information was gathered using a literature search. The growing need for Middle East oil points to an increasing commercial need for a U.S. presence and for oil. Soviet trade interests in the area must also be considered as well as the changing relationships between the major powers. Our base at Diego Garcia presents problems of its own. Nonetheless the conclusion reached is that we should determine requirements independently from Soviet intentions. A permanent naval task group is not needed although our ashore logistic support base at Diego Garcia, rendering the most austere support levels, is acceptable and necessary. Our long range goal should be to evacuate the area but obtain our rights as a sea power to traverse the area. Author
