The Computer Resource Management Study: Executive Summary.
Abstract:
This report summarizes the findings of a study of policy and organizational aspects of the management of Air Force computer resources. Because computer technology is relatively recent and very fast-changing, the Air Force, like many other organizations, is experiencing difficulties in managing its computer resources. This report presents an illustrative system development life cycle, which depicts an orderly process for development. Five organizational and policy actions are recommended to improve the Air Forces management of its computer resources 1 establish an Assistant Chief of Staff for Computer Resource Management 2 develop all computer systems through a development channel in the DCSResearch and DEvelopment and Air Force Systems Command 3 create a Data System Division within AFSC 4 give each of the AFSC product divisions its own Center of Expertise 5 strengthen and enlarge the role of the Single Manager in all commands involved in computer system design and development.
