Abstract:

Current installation plans and programs for Army garrisons do not take into account the growth and potential of communications-electronics C-E technology. New videoaudiodata services, which this new technology can provide, will improve mission operations, installation support activities, and the quality of garrison life for soldiers and their dependents. This report examines the feasibility of system-engineered, multimode, integrated C-E facilities on Army CONUS installations. It summarizes applicable technology describes the Army garrison C-E and human environment and categorizes applications in terms of technology and benefit. Alternative C-E system concepts are examined in terms of both cost and capability. The need for testbed installations to evaluate services and system configurations is discussed, and site selection criteria are described. The report identifies the need for participation by user spokesmen at the Department of the Army level to coordinate the requirements placed upon post C-E systems by user commands and activities, and presents an overall program plan.
