Abstract:

Volume Four of the Issue Study Report is designed to provide a comprehensive planning guide to meet marine traffic management responsibilities. It considers system development, operation, and evaluation and in addition provides an organizational structure and assignment of responsibility to accomplish the task. The emphasis at present is on vessel traffic systems VTS. However, since VTS is part of a larger effort of marine traffic management, the portions relating to responsibilities and organization are expanded to encompass both vessel traffic systems and inland speed controls.
