Soviet Motives for Conflict in Western Europe: Implications for NATO.

From the basic Soviet aim to dominate Europe were derived Soviet European objectives to retain control of Eastern Europe, remove American influence and presence from Europe, achieve dissolution of NATO and establish an all-European security pact under Soviet domination. The East and West are entering an era of negotiations leading hopefully to eventual detente in the face of eroding NATO power and expanding Soviet power. It is suggested that NATO maintain its deterrent power and refocus its organization and strategy from a military defensive philosophy to a political offensive strategy supported by all forms of power economic, military, political, technological, etc.. A politically oriented NATO will be more able to achieve Western coherence in the unity of planning and the maintenance of strength required to cope with the tough negotiations leading to detente.
