General Revenue Sharing.
Abstract:
The basic question is whether general revenue sharing, as legislated by Congress in 1972, will solve the fiscal problems of state and local governments. Data were gathered using a literature search and extensive use of periodicals. The background and theory of revenue sharing were examined as well as the financial situation of cities and states. It is noted how general revenue sharing will provide surpluses to some state and local governments while not meeting the needs of others.
