The Effect of the Bonus on the Retention of Nuclear-Qualified Submarine Officers
Abstract:
The paper examines the quantitative effect of a continuation bonus on the retention of nuclear-qualified submarine officers. The study analyzes the retention response of officers to the bonus for all sources of commission, for NROTC Regulars, and for Naval Academy graduates. In addition to the measurement of the pay elasticity of each officer group, the paper presents a discussion of the cost-effectiveness of the bonus in terms of the additional expenditure required to obtain an additional man-year of service.
