In order to decide upon the location and size of investment for improving the environment, it is necessary to determine the level and direction of socio-economic activity. This presents some difficult measurement problems involving the set of indicators or measurable criteria to be applied. The paper describes the results of employing multivariate data analysis to arrive at these criteria.
