Abstract:

An informal technique used by computer installation managers for the control of the work force and for gathering data suitable for reports to higher management is described and documented. The purpose of the report is to make widely available to installation managers and to higher managements and command elements the details of the use of the technique, which has evolved among the more experienced managers. Five benefits of the system are described better performance by the installation manager a framework for measuring such performance a base of data for planning purposes an abstract measure of workloads for computer designers and a codified reporting scheme so that government may learn from industry, and conversely.
