Abstract:

Twenty-one years ago, the United Nations passed a landmark Security Council Resolution, UNSCR 1325, on Women, Peace, and Security (WPS). The NorthAtlantic Treaty Organization (NATO) recognized and embraced UNSCR 1325 by establishing its WPS approach and framework in two subsequent Policy andAction Plans (2007, 2018). Unforeseen emerging threats and challenges such as climate change and pandemics have created an unstable environment andcomplex problems that require adaptation of the NATO WPS framework. To capture the transformative potential of UNSCR 1325 and generate instrumentalchange for gender equality and human security NATO must adapt its approach by expanding its framework and revising Article II in the Atlantic Charter.
