Welcome to this collection of resources and reflection activities designed to help you think about how Counter-Insider Threat (C-InT) professionals can ensure fairness and enhance the protection of privacy in C-InT programs. Although individual departments and agencies have ethics officers to outline and provide specific guidance, there are no broadly applicable existing ethics and professional responsibility training or guides for U.S. Government C-InT programs. This document is designed for anyone working in or supporting C-InT programs. The goal of the activities included is not to establish overall policy or create a generalizable framework, and the questions posed throughout this document do not have one right answer. Instead, this document provides an opportunity for you to respond to scenarios that incorporate ethical practices and protect the privacy of individuals in your work.
