Abstract:

After evaluating the present nuclear research program to determine whether there is a need for a single nuclear effects research center, the Ad Hoc group decided that reorganization and consolidation of the laboratories must be examined with regard to the long range mission of the NWER/ET program. Although the consolidation is highly desired, the Group concluded that the planning for it should not occur until a mission for the program, a high-level management, and a long-range program plan is established, first.
