Abstract:
This report responds to your July 14, 1986, letter regarding the U.S. Army's funding and acquisition of an AutomatedStorage and Retrieval System at the Letterkenny Army Depot, Chambersburg, Pennsylvania. We examined the Letterkennymaterial handling modernization project to determine if it was properly classified by the Army for funding as equipmentrather than as a construction project which would have required congressional approval.
