Abstract:
Russias forecasting process appears dependent on two inputs. The first is the direction that President Vladimir Putin provides to Defense Minister Sergey Shoygu and General Staff Chief Valery Gerasimov. After incorporating Putins concepts, future war planners input contemporary trends (scientific discoveries, etc.) into their analysis which lead to specific predictions (forecasts) as to how a future war might unfold and what its contents might be.
