Abstract:
In 1982, the Army was intrigued with a concept known as the Joint Vertical Lift Aircraft JVX. Because of the nature of the program, an Independent Cost Estimate ICE was performed to double check the Program Office estimate. While the Army appears to have lost some interest in the program, this cost study illustrates the process of independent cost estimating. Author
