Abstract:

This memorandum provides interim guidance for use of grants, cooperative agreements, and other transactions transactions other than grants, cooperative agreements, and procurement contracts. In doing so, it assigns certain responsibilities of the Secretary of Defense under 10 U.S.C. 2358 and 2371, as amended by section 827 of the National Defense Authorization Act for Fiscal Year 1994.
