Abstract:

The report describes the utility of traffic flow confidentiality options that may be employed to reduce the risk of exposure to traffic analysis. This introduction to the report provides background information on why this research effort was initiated, the scope and objectives of the study, the approach used, and the organization of the report. Naval command and control systems are hosted on ship, submarine, shore, airborne, and space platforms that operate in a variety of environments. Diverse communication networks are used to support these command and control systems. These networks operate from the Extremely Low Frequency ELF to Extremely High Frequency EHF bands and employ both point-to-point and broadcast transmission techniques. A major thrust in Naval command and control is to interconnect these networks for the purpose of sharing information and improving the survivability of the overall network.
