Title:
Laboratory Workload Prioritization and Acceptance System (LAWPAS).
Corporate Author:
NAVY PERSONNEL RESEARCH AND DEVELOPMENT CENTER SAN DIEGO CA
Report Date:
1988-02-01
Abstract:
Because the demand for scientific and technological talent exceeds the resources available within the Navy RD centers and laboratories, the Commander of the Space and Naval Warfare Systems Command desires a system that managers can use to assist them in prioritizing and accepting RD projects. With such a system, RD managers would be able to evaluate the merit of potential projects, accept projects of highest priority, and defend their choices to outside reviewers. Such a system would also increase the congruence of RD goals throughout the organization. The Laboratory Workload Prioritization and Acceptance System LAWPAS was proposed and evaluated at the Navy Personnel Research and Development Center. The results of this process are reported here. The use of LAWPAS as both an organizational assessment tool and as a decision aid for managers is discussed. Issues concerning the implementation and evaluation of LAWPAS in other RD organizations are presented.
