Abstract:
A comprehensive model for applying the leaderfollower procurement technique to introduce competition into the system acquisition process is presented in this research effort. A comparative analysis of three procurement techniques second sourcing, technology licensing, and leaderfollower is presented to determine the factors that must be exhibited by a system before an acquisition program can be adapted to the leaderfollower procurement technique. A total of twelve factors are identified. The Air Force High Technology Ejection Seat ACES II acquisition program is analyzed to determine what factors were considered while this program was adapted to the leaderfollower procurement technique. Two additional factors are identified.
