Abstract:

The Presidents message to Congress on March 17, 1977 outlined major initiatives to be taken to achieve the goal of reducing maritime oil pollution. In response to these initiatives the Coast Guard carried out a series of studies to investigate the feasibility of Developing a capability to effectively respond to pollution incidents within 6 hours of notification Developing and maintaining an inventory of equipment to permit the Federal Government to respond to pollution incidents of up to 100,000 tons, and Improving the Federal Governments overall ability to respond to pollution incidents particularly during periods of severe weather. A Task Force was established to integrate the results of the studies that developed the feasibility of meeting these goals and to formulate an implementation plan. Author
