Abstract:
I am pleased to be here today to discuss the current legislation affecting the test and evaluation T and E of defense systems and the various proposals to reform that legislation. As you know, our Office has a long history of supporting independent operational T and E-- conducted as early as possible in the acquisition process-- as a critical management control over the process to acquire defense systems. We are currently studying the Department of Defenses DOD use of the low-rate initial production LRIP concept and, in particular, the advantages and disadvantages of performing at least some operational T and E prior to starting LRIP.
