Abstract:
Intelligence agencies can learn to operate in unclassified environments, including outside of Sensitive Compartmented Information FacilitiesSCIFs, by understanding certain policy, legal, technology, security, financial, and cultural considerations. To identify these considerations, we relied on a review of previous studies and research on telework and research about how federal agencies outside the Intelligence Community IC conduct telework. Our research on those studies and practices is available in the report Understanding Government Telework An Examination of Research Literature and Practices from Government Agencies.1
