Abstract:

Since the end of conscription in 1973, the question of what to do with the Selective Service System has been asked again and again. Most recently, Congress included a provision in the National Defense Authorization Act for Fiscal Year 2017 to establish the National Commission on Military, National and Public Service to conduct a review of the military selective service process commonly referred to as the draft.Congress asked the commission to consider the need for a military selective service process, including the continuing need for a mechanism to draft large numbers of replacement combat troops.
