Abstract:
Developing evidence-based lessons for how to address the stabilization challenge in conflict-affected states requires consistently measuring outcomes across a range of locations, some of which receive a given program and some which do not. We demonstrate a novel approach to assessing relevant outcomes in the context of a large-scale policy initiative in Colombia, which aimed to consolidate or build state presence in regions of the country where it has not had full control. While we find no strong evidence that the initiative had significant positive impacts on key outcomes, we were able to validate the data collections approach and developed a number of important lessons learned for future efforts.
