Abstract:
The Naval Postgraduate School has developed a competency model for the systems engineering profession and is implementing a tool to support high stakes human resource functions for the U.S. Army. A systems engineering career competency model SECCM, recently developed by the Navy and verified by the Office of Personnel Management OPM, defines the critical competencies for successful performance as a systems engineer at each general schedule grade level GS-7 to GS-15. This foundational model is structured to support the individual needs of any Department of Defense organization and is made operable through the creation and implementation of tools to facilitate the management of systems engineering competencies at the local organizational level with traceability to the approved OPM competencies. The Redstone SECCM Tool will allow documentation of system engineering competencies and assessment of individual and organizational development and training needs. This report documents the requirements analysis, system design, and system verification of the Redstone SECCM Tool, providing a path for implementation of the SECCM to support systems engineering human resource actions.
