Abstract:
The United States wants to fight a war of annihilation because it is well suited to do so. However, the U.S.s adversaries have a vote in this and have decided that it is in their own best interest to prevent the U.S. from being able to fight such a war. Rather, the adversaries have adopted A2AD strategies that would force the U.S. to fight an undesirable war of attrition in order to achieve their objective. The current strategy to counter A2AD is a strategy that forces the tenets of an annihilation strategy into the context of an attrition environment. The result is that it weakens the military as an instrument of national power. The U.S. military should consider swarming as both an effective and efficient strategy for fighting wars of attrition.
