Abstract:
Thank you for inviting me to appear before you today to discuss the investigation by the Department of Defense Office of Inspector General DoD OIG into allegations that senior officials at U.S. Central Command USCENTCOM falsified, distorted, delayed, or suppressed intelligence products related to its efforts to degrade and destroy the Islamic State of Iraq and the Levant ISIL1. The allegations, in essence, were that the intelligence was altered or suppressed to present a more optimistic portrayal of the success of USCENTCOMs efforts against ISIL. These were very serious and troubling allegations, and we devoted significant resources to investigating them. We assembled a multi-disciplinary team of more than 30 DoD OIG employees, including administrative investigators, intelligence analysts, Defense Criminal Investigative Service DCIS digital forensics specialists, auditors, attorneys, and statisticians to investigate these allegations. This was one of the most extensive investigations in the DoD OIGs history
