Abstract:
The United States military views Chinas Anti-accessarea denial A2AD buildup as an imminent threat, but fails to realize the actual role it plays in Chinese grand strategy. China has a history of shaping the peace-time environment to achieve strategic goals without resorting to military power. Chinas A2AD structure is one tool to be used in conjunction with other instruments of power to achieve a larger objective. A2AD is not itself a grand strategy, nor is it even a military strategy.
