Abstract:

Rapid technological advances and new scientific discoveries have given our society a dynamic and changing nature and altered the structure of our industrial complex. Increasingly greater emphasis is being placed upon the research and development function by many companies and industries. Although the prediction and evaluation of this function is difficult, these organizations must know whether the results justify the cost. Many different means of judging R and D are employed -- ranging across the quantitative to qualitative spectrum of analysis. The particular method or combination of methods employed must be fitted to the given situation in light of such variables as the level of research and the stage of the development-cycle being evaluated, along with a host of other situational factors. This report describes many of these methods, variables, and factors and it summarizes the advantages and detriments of the various techniques used in appraising and evaluating research and development efforts.
