Abstract:

A detailed analysis has been made of existing data on USSR public income and expenditures for 1956-65 in an attempt to arrive at total Soviet outlays for national security purposes. Analysis is not limited to the annual official Soviet budget or its specific defense category. A more comprehensive approach is invoked which considers as well all other Soviet literature on public finances, and constructs an entire balance of income and expenditures in the public sector. The trend and magnitude of these expenditures for 1956-65 arrived at in this study are compared with a similar series derived by a totally different approach. The consistency exhibited in the results of these two independent studies is impressive, and imparts a certain amount of reliability to both methods of estimating Soviet national security expenditures.
