Abstract:

The context and content of the problem and the analysis can be grasped only if the legislative background and intent of the Act and the sudden rise criterion are understood. Chapter II provides this background, including the nature and significance of the sudden rise concept. Since this study is concerned with a specific type of economic impact that is not well understood and seldom studied, Chapter III describes the basic approach and alternative approaches. Specific hypotheses are developed to evaluate their validity in explaining variances in the degree of impact experienced by local areas following a major layoff. The hypotheses are incorporated into a mathematical model designed to estimate the degree of impact. The model is then tested in Chapter V utilizing data for the case study areas. Chapter VI includes refinements and simplifications of the basic model. Procedures are then developed in Chapter VII for utilizing the revised model and for establishing guideline criteria for evaluating designation requests under the sudden rise provision. The final chapter evaluates the findings of the study in terms of their policy implications and develops recommendations related both to legislation and to administrative matters.
