Abstract:
The report analyzes, on the basis of Soviet sources, Soviet civil defense doctrine, plans, capabilities and practice pertaining to preattack urban evacuation and dispersal. Workers in essential factories and services will be dispersed to areas near the cities to commute to places of work. Non-essential residents will be in rural areas. A Soviet model plan establishes the time for the completion of the evacuation and dispersal at 72 hours. Author
