Abstract:

A prototype computer model was developed that will calculate the optimal number of recruits to be allocated to a given naval service rating for each of a set of time periods. The primary goal of this model is to allocate sufficient recruits to a rating in order to meet the future petty officer needs of that rating. For a variety of reasons, this demand for petty officers is subject to fluctuation over time. In order to find an optimal allocation the model must reconcile this conflicting set of goals. For each of these goals, the number of recruits that will best meet that goal is calculated for each time period. Cost is then defined as a function of the deviation from each of these desired allocations. The optimal allocation is defined as that set of recruit inputs over time that will minimize this cost function. Author
