Abstract:
The paper reviews some earlier quantitative work in personnel flow and manpower planning. It describes the necessity and uses for models, and the means for their development and manipulation. It proposes models for several idealized hierarchical situations, and deduces data requirements and implications. Simulation and new problems are both treated.
