Abstract:
The report presents an investigation into the postnuclear attack capabilities of the institution of higher education. It provides a methodology for institutional analysis employable in the study of a wide range of social institutions. The existing higher education system was assessed from the standpoint of physical and organizational vulnerabilities, and the nature of system disruption likely to occur as a result of the vulnerabilities was disclosed.
