Abstract:
The basic assumption of this Memorandum is that modifications in Thai society aimed at strengthening internal security are likely to be the more effective the more fully they take into account the motivations and attitudes of the Thai people and the functioning of Thai institutions. Because of the nebulous character of the Communist threat as it is perceived at the local level, the justification and usefulness of any future security measures should not be limited to that threat a straight anticommunist approach is unlikely to engage the average villagers interest and co-operation.
