Abstract:
Large organizations, such as the armed services, have a fairly constant requirement for new personnel, but availability of recruits varies from month to month. It is proposed that manpower needs be met by exceeding quotas at times of high availability of qualified applicants and holding surpluses inactive until needed. A special case of the general linear programming model, the transportation problem, provides a computer technique for determining the optimal scheduling of overages and holding times to keep holding costs at a minimum. Different arbitrary estimates of holding costs applied to a series of problems demonstrate the importance of accurate cost estimates. Procedures for continuing improvement of input data are suggested. Author
