Abstract:

The data collection instrumentation required to support an operations research program aimed at investigating the principle interrelationships of people, organizations, and equipment in army communications systems is described. The requirements for data are discussed and specific instruments are evolved to describe the army communications system in quantifiable terms, to statistically estimate the parameters of the system analysis model, and to evaluate the acceptability of alternate communications systems. Instrumentation for the measurement of the actual system, the assessment of the staff officers perceptions of the system, the detection of critical incidents, and the conduct of simulation is considered.
