A necessary prerequisite to any successful program is the careful organization and utilization of ones resources. This has been particularly true lately when budget cuts and manpower shortages have been the rule rather than the exception. This presentation will attempt to discuss some of the many considerations in the management of a water quality program. It should be realized at the onset that each individual situation will dictate, to some degree, the exact nature of program needed. Thus it will not be possible to discuss in detail the nuts and bolts of how all water quality programs should be managed. This will, of course, vary from district to district and will depend on some of the factors we will attempt to discuss.
