Once the site is selected the design of the airport including its drainage system, its buildings, and its ground cover can, and should be, carried on in a way that minimizes the attraction to birds, and other species. Agriculture on leased land on the airport as well as on adjacent land can provide bird attractions almost as great as those provided by disposal areas for food wastes and sewage treatment products. All of those attractions should be reduced to the lowest possible level, by design. Even after all the desirable steps in airports site selection and design have been accomplished there is still a need for the design and utilization of an effective wildlife control organization with proper equipment, staff and motivation to be ready to deal with unexpected bird visitors or other pest species attracted by the large open space of the airport which cannot by design alone, be rendered completely unattractive to birds.
