Numerical superiority in weapons and manpower will enable enemy forces to deploy along the entire border and at the same time to concentrate major combat power for breakthrough operations in the area and at the time of their choice. The biggest threat is not a ten-foot-tall enemy the biggest threat is that NATO may lose key first battles because it has too much data. More information will be collected for the battle than ever before. Both opponents will be confronted with handling unsurpassed quantities of information to use for operational planning and intelligence. The force that can get the information needed the most and use it the best will have an advantage far more critical than numerical superiority of combat forces.
