Abstract:
Improving the management of support resources for major weapon systems is a crucial goal for the Department of Defense. The problem of weapon systems being inadequately supported in the field because of fragmented decision making in the allocation of support resources e.g., spares, support and test equipment was addressed in DoD Acquisition Improvement Initiative 30. New management procedures to help correct this problem were tested during the FY83 and FY84 budget reviews and the FY84-88 program review. In this paper we evaluate the test results in terms of the feasibility of identifying individual weapon system support resource needs, and the utility of collecting and reviewing this information during key points in the planning, programming and budgeting process. We then make several recommendations to improve the trial procedures and to move the initiative to final implementation. Author
