Operational plans have been made for laying two cables off Santa Maria Island in the Azores. Recommendations have been sought for improving the safety and reliability of elements of the construction system. It is planned to use two LCM-8 landing craft, one for laying the cable and the other to provide maneuvering assistance. As a general introductory statement it appears that the planned utilization of these two vessels has limited chance of success if other than moderate weather conditions prevail. However, by changing the planned method of linking the vessels together and by revising the operating instructions for the pilots of the two vessels, the system can do the job quite adequately. Two different methods of connecting the vessels and of actuating their maneuvering controls are recommended herein. Neither of these methods, requires any additional moddifications to either of the vessels and it is believed that both methods will result in satisfactory performance of the system. It is suggested that both of these methods be adopted and tried in the training exercises. The method which works best can be used for the cable laying operation and the other used as back-up mode.
